CESO’s integrated team partnered with developer Redstone Investments on site design services for Belmont Crossings – a new mixed-use commercial development in Wooster, Ohio. With the area experiencing an economic upturn, this 53-acre parcel was annexed into the City and rezoned for commercial use. However, with this growth came a need for infrastructure to support it.
Securing permits was crucial in developing this new property to ensure it complied with safety and zoning regulations. Our project team attended municipal planning and zoning meetings where they presented the project to secure permitting approvals. Other initial steps included conducting boundary and topographic surveys for the site, preparing a partition map to create multiple parcels and expand the dedicated right-of-way, and creating the legal descriptions and exhibits for lease areas. As traffic flow was a significant consideration for this project, our support included a large-scale traffic impact study of numerous existing and proposed intersections, including various options and probable cost opinions for signalized intersection or roundabout design.
Site planning was critical to the overall process. Site design performed by our civil engineers included mass grading, stormwater management, and the design of public utility extensions for sanitary sewer and water main, and common access roads. Our roadway engineers designed road widenings for turn lanes and a full new roundabout on a state route at the main drive, including lighting, coordination with ODOT, and a speed study to reduce traffic speed. To assist in screening the area from rural neighboring properties, our landscape architecture team created a planted buffer and mound. As a final step, we performed construction administration through site visits to ensure execution aligned with the site plans.
Commercial development in the Wooster area is a catalyst for future growth. With end users such as Meijer and Menards anchoring the property, this development positions the City for future growth.
